Closes #8685.

Adds an unsupported syntax section to the compiler troubleshooting guide. It lists the verified try/catch limitations in React Compiler 1.0, explains how to inspect skipped functions with the logger, and shows a utility-function workaround.

Checked the examples with babel-plugin-react-compiler@1.0.0: the original component is skipped and the refactored component compiles. Ordinary try/catch and if/else compiled in the comparison cases, so the list doesn't include if/else.

Validation: yarn check-all, heading ID checks, Markdown compiler/fence checks with normalized paths, parsing behavior comparisons, and the rendered page.

The extra dead-link and local-rule test scripts encounter Windows path issues on unchanged main as well. Both new links and their anchors were checked directly.
