Same change as dit/sofic#27.

  • push builds run only on main; pull requests get one run each (previously every push to a PR branch ran the workflow twice, once for push and once for pull_request).
  • A concurrency group keyed on the PR number (or ref) cancels in-progress runs when a newer commit lands, so superseded runs stop holding runners.

The release-triggered publish workflow is unchanged.
