A site-to-site VPN between VPCs stays Disconnected until a VM is deployed in a tier. Two things cause it. The router only starts the tunnel when traffic tries to cross it, and after setup it pings the far side to trigger that. With no VM the tier has no address on the router, so the ping leaves from the public IP and never matches the tunnel. On top of that, the periodic state check skipped VPC routers with no running VMs, so the state never caught up either way.
ipsec upwhen it isn't established after setup, split connections included. The passive side still waits.Test:
Lab with two VPCs, one tier each, VPN gateway on both, customer gateways pointing at each other's public IP, one active and one passive connection. No VMs anywhere.
Before: both connections stay Disconnected. The routers show no security associations:
After: reset the active connection. The router starts the tunnel on its own and both connections go Connected with no VMs:
Taking the tunnel down with
ipsec downon both routers moves both connections back to Disconnected within a minute, so the state follows the tunnel.
