Beartype 0.23.0 is released.
Replace the development release-candidate pin with Beartype 0.23.0.
Refresh the committed lockfile for Beartype 0.23.0.
Enable package import checking now that the coverage fix from Beartype #706 is released, and remove the obsolete workaround comment.
The local Python 3.14 test suite passed with the existing 100% branch-coverage gate.
