Update fixture Jackson to 3.1.7 and route pinned Dependabot updates - #233

Raise the Jakarta fixture's Spring Boot plugin-realm Jackson pin to 3.1.7 for GHSA-wv8q-qhhj-9h54 and GHSA-cxp5-3px4-pw24, superseding #231. Exclude the exact Jackson pins and the Maven wrapper distribution from the grouped Dependabot PR, and ignore Jackson minor/major version updates while Boot 4.1.1 stays on the 3.1 line. Security updates remain eligible. Record the #232 dispositions and revisit conditions, and add a policy test that keeps versioned ignore rules out of the broad group.

Raises the Jakarta fixture's Spring Boot plugin-realm Jackson pin from 3.1.6 to 3.1.7 for GHSA-wv8q-qhhj-9h54 and GHSA-cxp5-3px4-pw24 (Dependabot alerts #590 and #591). This supersedes #231, which failed only because the policy test asserts the exact pinned version. The core library's test-only Jackson 2.22.3 is already the fixed 2.x release, and published library dependencies and artifacts are unchanged.
It also changes how Dependabot routes updates, based on #232:
tools.jackson.core:jackson-databind,jackson-core) is excluded from the broadmaven-dependenciesgroup, and minor/major version updates are ignored. Boot 4.1.1's plugin realm stays on the 3.1 line; patch and security updates remain eligible. The pin is an exact policy-test value, so a Jackson proposal can no longer block the routine group.org.apache.maven:apache-maven) is excluded from the group but not ignored, so 3.10.0 arrives as its own PR for toolchain review. That PR must also move the release enforcer range,check-wrapper.py,check-reproducible.pyand the build docs, and keepmvnw.cmdLF in the index.The decisions and revisit conditions are recorded in
.github/DEPENDENCY_DECISIONS.md. A new policy test keeps every coordinate with a versioned ignore rule out of the broad group.Verification
